Security Ministry Submits Legislative Bill to NSC
(Tbilisi. April 5, 2003. Civil Georgia) – National Security Council (NSC) discusses today the draft laws elaborated by the State Security Ministry ?aiming at strengthening of the security system of the country,? as Security Minister Valeri Khaburdzania says.
Beyond the closed doors Khaburdzania proposed for discussion five draft laws on state security system, on fight against terrorism, on banning extremist organizations, on top secret documentations and on spy surveillance equipment.
The draft law on Suspension of Activities, Liquidation and Banning of the Extremist Organizations and the Organizations Under Foreign Control caused major concern among the civil society organizations of Georgia in February.
According to the legal experts the draft poses a threat to the basic Constitutional rights and liberties of the citizens, including the rights of association and the liberty of expression. But as the State Security Ministry claims after February the draft underwent major amendments.
The details of the draft laws presented by the State Security Ministry are unknown so far.
