Parliamentary Inter-Fraction Group, OSCE Held Talks Over Elections
(Tbilisi, July 17, 2003, Civil Georgia) – Parliamentary inter-fraction group, which works on elaboration of the new election code held a consultation with the representatives of the Organization for the Security and Cooperation in Europe over the upcoming election and the US-suggested election guidelines.
Chairman of the inter-fraction group Gigi Tsereteli said at the meeting of the group today that during the consultations the OSCE proposed to create a committee with the representatives of the international organizations, including OSCE, EU and Council of Europe, which would nominate a chairman of the Central Election Commission (CEC), which will be approved by the Georgian side.
According to the US proposal the Chairman of the CEC will be appointed by the Organization for Security and Cooperation in Europe (OSCE), who should be a publicly respected and non-partisan. The proposal also envisages composition of the election commissions at all levels, including the CEC with the five representatives of the pro-Presidential political parties and nine representatives of the opposition.
“As far as I know representatives of the US Department of State and the OSCE held talks regarding the issue in Washington recently,” Gigi Tsereteli said today.
The inter-fraction group discusses the OSCE proposal at the meeting today; however representatives of the pro-governmental Parliamentary factions, as well as the Revival and Industrialists factions do not participate in the discussion.
