Sovereign State Part of an Independent State – that’s Nonsense

(Georgian Press Digest. Civil Georgia. 12.12.01) – Consultations about the resolution of the UN Security Council on future status of Abkhazia within Georgian state is continued in the UN. The Dilis Gazeti notifies that the document is very important for Georgia since it is a documental approval of the territorial unity of Georgian from the side of the UN.
Abkhazian separatist Republic and Moscow are against passing the document. Even year and a half ago all UN General Secretary Commonwealth Countries liked the document about Abkhazia proposed by Georgia. Russia was the only country having disapproved it, which led to not polling on the document at all.
“By the beginning of 2001 Russia’s representative in the UN Lavrin guessed that it would be much more cunning to change the tactics: Russia stopped blocking the resolution but began amending it the way inappropriate for Georgia”, the paper says.
The UN Security Council should define the status of Abkhazia within Georgia. Rights of Abkhazia is the only thing to be identified. The last document the UN proposed concerning the case considers Abkhazian as a sovereign state in the borders of independent and united Georgia.
Head of the legal Supreme Council of Abkhazian Autonomous Republic Tamaz Nadareishvili says the document is an absurd. “I cannot imagine an independent state within another independent state, since sovereign is the same as independent”, Nadareishvili states.
The Dilis Gazeti is positive that Georgia will never agree on the sovereignty of Abkhazia and, consequently, the negotiations will be led to dead-end again. It assumes that those drawing the document know the position of Georgia quite well. Thus the paper concludes that the UN representatives in Georgia are not really interested in settling the conflict. “Almost an 8-year-old work of the UN in Georgia had no positive influence on the country”, the paper says.
