Parliament secretary of president Mariam Tsatsanashvili presented minister candidature.
Zurab Nogaideli was one of the candidates that met the most confrontation from MPs. The leader of “new rightist” faction Davit Gamklelidez was very critical. He accused Nogaideli in non-professionalism, individual decision-making, support in shadow economy legalization, establishing non-profit finance operations, etc. Gamkrelidze criticized Maia Nadiradze from “Traditionalist” faction because of thank to Nogaideli distributing pensions and salaries in time.
Giorgi Targamadze saw Zhvania-Saakashvili “crime” political-economic interests in Nogaideli candidature.
Koba Davitashvili reminded other ministers’ supporting parliamentary powers that opposition does not mean only one candidature criticism and this status should be gained.
Finance-Budget committee didn’t support Nogaideli because of 183 million sequester. Tax-Revenue committee supported finance minister candidature.

Parliament couldn’t begin working because of not having quorum. MPs made statements on internal structure and parliamentary posts’ changes. According Vasil Maglaperidze its necessary to declare “zero version” in committees and compose them again taking to account new parliamentary reality.
MPs touched ahead of schedule parliamentary elections. Everybody agreed that that existing elections law and local government law couldn’t give fair elections.
The leader of faction “Alliance for new Georgia” Irakli Gogava accused executive secretary of CUG in illegal change of election list. List took to account ethnic Azerbaijani Huseinov to become MP instead of Davit Magradze, but according to Gogava it was violated.

The chairman of commission on cases relating to compatriots living abroad and the return of national treasures existing abroad made report on commission working.

2. Resolution decree on “prolongation authority to the interim parliamentary commission on the study of crisis existing in the field of power engineering”
The chairman of commission on the study of crisis existing in the field of power engineering Irakli Chubinishvili introduced Parliament commission conclusion on growth of electricity tariff. According to him AES Telasi conducted extra expenditures that was not considered in agreement caused tariff to increase. If related structures could conduct monitoring on the processes in time it would be possible to avoid tariff enlargement. Commission raised responsibility issues of the following structures’ officials: Ministry of Property management and its city office, Tbilisi Maier and its energy office.
Chubinishvili noted that despite of independent status of Energy Regulation Commission, it obeys President requests. He added that in order to cancel the two-combination system (AES Telasi represents demands to president and then president asks the same to Energy Regulation Commission) Parliament should change legislation and put Energy Regulation Commission under Parliament control.
The chairman of Energy subcommittee initiated the cancellation of changes to Tax Code that Parliament had recently passed in favor of AES Telasi. Vise versa legislation base still will give chance AES Telasi to increase tariff again.
Chairman of Section Economy committee Zurab Tskitishvili and MP Levan Pirveli opposed each other during the debates. In result Pirveli left Section Economy Committee on protest base.
Finally, special inter-faction group will work on the issues.
