Scorecard for Georgian Elections

All participants in the November parliamentary election will agree to support and facilitate the following measures to ensure that the elections are free and fair and in accordance with OSCE standards.  The United States will closely monitor implementation of the scorecard and will comment publicly.  The United States encourages all elements of Georgian society to publicize this scorecard and evaluate compliance.  All participants agree that the purpose of the election is to assure an open, prosperous, democratic and independent Georgia for future generations.  In support of this, they agree that they will not seek retribution or political persecution of their opponents after the elections.
 
1. Parliament will enact and the Government will implement the Unified Elections Code by August 2.
 
2. All parties will agree on the composition of election commissions at all levels by August 1.
 
3. All political actors will refrain form violence, or incitement to violence, threats and intimidation during the election campaign, the elections itself, and the election’s aftermath.
 
4. Government will develop transparent compilation of accurate, computerized voter registry lists to be displayed publicly in all polling stations and on the Internet by September 1.
 
5. Government and all political actors will cooperate with programs to train election officials, including officials outside Tbilisi.  Training will commence immediately and will be completed by September 15.
 
6. Government will ensure equal access to media outlets, including state media, for all candidates effective immediately.
 
7. Government will issue regulations by September 15 to ensure prompt publication of detailed voting results at all levels.
 
8. Government will support and facilitate a parallel vote tally to be conducted by independent election observers.  This provision will be incorporated into the Unified Election Code by August 1. Government will develop mechanisms ensuring that vote counts in all regions will be fair and transparent.
 
9. Government will support and encourage the participation of independent election observers.
 
10. All political actors will observe all laws and the Constitution of Georgia.
