Government will Cut Expenditures without Parliament’s Approval

(Tbilisi, August 25, 2003, Civil Georgia) – After the Parliament’s failure to emend the 2003 budget, the government intends to cut budgetary expenditures without the MPs consent.

According to the Georgian law the government has the right to cut down funds within the 10% of the total budget independently, without the parliamentary approval. However the government has no right to increase revenues, as it is envisaged by the budgetary amendments.

The Parliament will try to vote on budgetary amendments on August 26, however it is anticipated that proposal will be rejected. The opposition dema!
nds the government’s resignation for budgetary deficit.

Last week the pro-Presidential factions hindered voting as the proposal was doomed for failure, because of not having enough supporters to endorse the document.

Budgetary amendments, which aim at closing fiscal gap, are one of the main recommendations of the International Monetary Fund.

In case of failures to meet the IMF’s recommendations Georgia will be deprived of the fund’s support in talks with the Paris Club.
