Constitutional Changes Cast Controversy

State Minister Zurab Zhvania today refrained from discussing constitutional amendments, which are developed by the Justice Ministry, saying that he supports the model, which will enable the executive authorities “to dissolve the inefficient parliament.”

“We need a model, which is approbated in the most democratic countries of the world,” Zurab Zhvania told a press conference on January 28.

He said the constitutional amendments will be discussed in the nearest days at the congress of the newly created union of the National Movement and the United Democrats parties.

Some representatives of the civil organizations have already protested against the constitutional changes, which would enable the President and the cabinet to dissolve the legislative body.

“The constitutional amendments, which are being developed, are absolutely inadmissible, as it would threat democracy in Georgia,” Tina Khidasheli of the Georgian Young Lawyers’ Association said on January 28.

She also said that development of the draft of amendments by the authorities is non-transparent and the details of the changes still remain unclear.
