President Saakashvili said today that the government developed draft law on self-governance, which considers election of the heads of the provincial districts.
“All the head of the provincial districts, all the post of the self-governance bodies will be elected,” Mikheil Saakashvili said at a news briefing on February 6.
However, the governors of the regions, which are larger administrative-territorial unit, will be still appointed by the President, which causes the protest of the civil society organizations. The authorities claim that the appointment of governors is temporary and the post will also become elective on the next stage of reforms.
