Plamen Nikolov, Special Representative of the Secretary General of the Council of Europe (CoE), is visiting Adjarian capital Batumi to hold talks with the leadership of the Autonomous Republic.
CoE envoy will discuss distribution of the constitutional rights between the central and local authorities in Batumi.
Plamen Nikolov says that despite existence of the Autonomous Republic, distribution of many constitutional rights, including the financial relations between Tbilisi and Batumi, remain unclear.
