The government submitted a draft law over structural reforms of the government, envisaging the merger of the Security and Interior Ministries, to the Parliament on December 23 .
?According to the draft law, the State Security Ministry will be abolished. Most of the functions of the Security Ministry will be transferred to the Interior Ministry,? Justice Minister Giorgi Papuashvili told reporters on December 23.
He also said that the Intelligence Department, which currently is under the subordination of the Security Ministry, will be set up as a separate agency.
?The Foreign Intelligence Service will not be under the subordination of any ministry,? he added.
Earlier, Deputy Security Minister Batu Kutelia announced that the Foreign Intelligence Service will be under the direct subordination of the President.
