The security service (KGB) of the Russian-backed authorities of Tskhinvali will have a new head, Tskhinvali-based Information Agency “Res” reported on August 6. The respective decree was signed by Anatoly Bibilov, the region’s leader.

Oleg Shiran, who worked on various Russian FSB positions previously, will head the security committee of occupied Tskhinvali Region/South Ossetia. The report says Shiran graduated from Ryazan Higher Airborne School. He later pursued his studies in Russian FSB Academy.

Shiran was presented to KGB officers of the Russia-backed Tskhinvali region/South Ossetia earlier today.

Ex-security chief of occupied Tskhinvali region/South Ossetia Mikhail Shabanov was dismissed by the decree of Anatoly Bibilov in September 2018. He served on the post since July 2017.

Russian staffing of military and security posts has been a common practice in Tskhinvali and Sokhumi. Like Shiran, head of the general staff of Tskhinvali, Victor Fyodorov, is a Russian-appointee as well.
