7 members of the Majority introduced to the Parliament a new version of the bill on "Local Self-Governance and Governance", which considers direct elections of local self-governance authorities on every level. Sakrebulos (councils) in major cities and regions should consist of members of first level sakrebulos, who have been elected with majoritarian principle. The bill has been submitted to the apparatus of the Parliament on July 30th.
On July 30 the members of the Majority and the Opposition have reviewed the bill. First Deputy Chairman of the Committee for Human Rights of the Parliament, who is one of the authors of the new bill, presented the document to the Parliament. Other authors of the document are: Chairman of the Committee for Legal Issues Zurab Adeishvili, Chairman of Economic Policy Committee Vano Merabishvili, parliamentarians: Lado Chipashvili, Vasil Maglaperidze, Goga Kokhreidze and Koba Davitashvili.
Chairman of the Parliamentary Committee for Regional Policy Roman Kusiani, who is one of the leaders of the Majority, did not confirm that the new bill is being supported by "majority of the Majority". The Opposition is very satisfied with the main principle of the new version of the document, since it considers direct elections on every level. As a representative of the faction "New Rightists" Pikria Chikhradze has stated, the Opposition firmly supports the idea of porportional elections of the sakrebulos in major cities and regions.
