1. Draft project on “amendment to Georgian law on “Defense”

Deputy minister of Defense Vaja Ramishvili represented the bill.

By the bill, general staff acts directly ordered by President during war and other emergency situation. Its functions are defined by special regulations. Reforming on NATO standards continues in ministry.

It was discussed by simplified rule.

3. Draft project on “Georgian Commerce -Industry Chamber”

Chairmen of sector Economy committee Zurab Tskitishvili represented the bill.

The bill was out of debates, as their pretenses were maximally taken to account. Tskitishvili tried to explain MPs that Georgian Commerce-Industry Chamber won’t get monopolist, because membership of it is not compulsory.

4. Draft project on “changes and amendments to “Organic law on local government and self-government”

MP Vakhtang Khmaladze represented the bill.

Changes referred the prolongation of authority to self-government structures till June 3, 2002. It means that elections of self-government will be hold in the beginning of June. The exact date of elections was not defined in the bill, as President has prerogative to name election day.

Parliamentary secretary of President Valeri Khaburzavia supported the changes; but noted that if parliament shared CEC recommendation on postponing elections for a year would be better.  MPs categorically didn’t share the idea of a year-postponed election and explained that unpleasant precedent of authority prolongation must have very short terms.

It was voted by rushed rule.

5. Resolution decree on “creation of temporary commission working on bills on Georgian territorial-administrative structure and some principles of local self government”

Resolution decree was prepared on the basis of joint position of factions. Parliament will create commission to prepare project of constitutional bill on “territorial-administrative structure of Georgia” on the principles of regionalism and electivity of region executive branch chairman till January 1, 2002.
Also parliament aught to create the bill on the bases of absolute self-government principle till February 1, 2002. By resolution both bills should be adopted in March 2002.

There was one condition in resolution that in case of not admitting constitutional bill to prepare the project on the basis of creation rayon “Sakrebulo” by proportional election system and electivity of rayon executive chairman.

Agreement between factions failed. Despite of “Industry”, “Revivals” and “New Rightist” demand to vote the resolution decree after the first hearing voting of changes to self-government law, ex-majority did opposite. It should be mentioned that “Traditionalists”, “Socialists” and “XXI century” didn’t support the resolution. “Traditionalists” were disappointed by paragraph where maintenance of rayon structure was not excluded.

Resolution decree failed.

6. Draft project on “changes and amendments to Georgian Organic Law “Georgian Election Code”

It should be mentioned that majority of political powers didn’t support the continuation of second hearing discussion agenda including issue on “changes and amendments to Georgian Organic Law “Georgian Election Code”. Valeri Gelbakhiani even talked on creation of a new election code and predicted the bill to fail during the voting. He also seriously doubted the chance of new CEC members to be elected.

Despite of “Industry” faction insistence the issue was postponed.

OCTOBER 26, FRIDAY

1.Parliament resolution decree on “electricity tariff enlargement”

Faction “Revival” and sector econopmy committee introduced two projects. It was very easy to sum up them.

By the resolution energy crisis studying temporary commission should study basis of Energy Regulation Commission decision on increasing electricity tariff to Tbilisi population. Also, Justice ministry was asked to discuss in 10 days Energy Regulation Commission project to give time parliamentary commission to work.

Parliament found the way out of temporary stopping Energy Regulation Commission decision. Though MPs actively reminded population the paragraph of bill referring to appeal to court about Energy Regulation Commission decision.
