Parliamentary Bureau Session. December 17, 2001

On December 17 bureau session discussed the agenda of future plenary week.

Parliamentary secretary of President Mariam Tsatsanashvili represented the candidature of state minister Avtandil Jorbenadze. Bureau recommended Jorbenadze’s candidature to plenary session, but didn’t supported Environment Protection minister candidature Nino Chkhobadze.  Chairwoman of Parliament Nino Burjanadze declared that in case of Chkhobadze failure for the second time President could find himself in awkward situation.

Bureau took to account Budget 2002 discussion in agenda on Thursday.

The chairman of Economic Policy committee Vano Merabishvili demanded to include changes on “advertisement bill” in agenda. Zurab Tkemaladze from “Industry” faction protested.

Gia Baramidze, Elene Tevdoradze and Nino Burjanadze expressed negative position on retirement of Ambassador in Austria and international organizations within the country Levan Mikeladze. Baramidze declared that only reason of Mikeladze resign is Gia Arsenishvili “retire on a pension” and his employing problem. The issue was debated between Parliament Chairwoman and Sandro Bregadze from “Revival” faction.

MPs argued the new quotation of factions in committees. Parliament chairwoman informed that faction leaders had already met on the issue, where majority agreed on renewal of committee chairmen and its members. Burjanadze suggested two way out: 1. Declaration of so called “zero variant”; 2. Bureau approved factions’ council and consultations in this direction. variant  

Valeri Gelbakhiani supported reduction of committee number and structural reforms. Vitali Khazaradze, chairman of committee on Taxes and Incomes protested the idea. Nino Burjanadze noted that idea of structural reorganization of Parliament resulted different reactions of acting committee chairmen.

Draft project on “industry activity licensing and permission” were included in agenda.  IMF recommended the adoption of the bill after renewal the program in Georgia for the following trench.

Kote Kemularia declared the creation of new faction “Movement For Democratic Reforms”.

Bureau approved other important issues in agenda.
