6. Ratification of  “development credit agreement” (Electricity market supporting project) between Georgia and International development Association

The agreement failed second time on plenary session.

7. Ratification of “First Protocol” of Human Rights Protection European Convention signed in Strasburg, June 17, 1999.”

By ratification of this protocol Georgian citizens gain legal right to appeal to Human Rights Protection Court, in Strasburg in case of election legislation violation.

8. Draft project on “State Budget 2002 of Georgia”

MPs insisted the postponement of state budget 2002 discussion.  The introduction of Budget project a day before resulted parliamentarians’ discontent. Besides, every faction opposed different decrees and demanded their change. General atmosphere showed that Budget 2002 could fail in case of discussion.

State Minister, Avtandil Jorbenadze offered parliament the creation of ‘consultation commission’ (representatives of executive authority + economic profile committees + representatives of each faction). In case of reaching consensus Parliament Extraordinary sessions will approve compromised Budget nearly for January 10.
