State Minister – the President’s Another Puppet?

(Georgia Press Digest. 04.12.01. Civil Georgia) – MPs are approving the old ministers whose being in the executive branch they used to blame on former head of the parliament Zurab Zhvania and criticize him for that, the Alia says.
“Leader of the faction New Right Wings Davit Gamkrelidze once spoke about his discovery. He said that Zhvania is guilty for everything”, the Alia reports and adds on: let’s see what will change now when the Parliament supports all the same ministerial candidates and approves especially those dishonored by Zhvania and the reformers team.
President Shevardnadze has already named all the ministerial candidates except that of the State Minister. The paper presumes that the President might name him when all the rest of the ministers are appointed.
According to the Resonance, even though the President asked for a week term to name the candidature, the Parliament already talks about possible candidates on the post. The paper says head of the regional self-governance office of the State Chancellery Badri Khatidze is among them. By the way, majority of MPs are fond of him.
The President might even stop thinking about establishing the Cabinet of Ministers and after the easily controllable State Minister’s candidature is appointed he might even increase his privileges, member of the reformers team Koba Davitashvili told the paper.
Leader of the faction New Right Wings Davit Gamkrelidze considers that the Parliament should have approved the State Minister first. The rest of executive government must have been completed afterwards.
