13:00 GMT+4 – Rustavi Street Traders Protest Lockdown Measures
Street traders from the southeast city of Rustavi have blocked off the city’s central road, protesting lockdown measures, and demanding the government either allow them to work or provide financial relief. Protestors said they plan to continue rallies indefinitely if demands are not met.
According to media reports, Rustavi Mayor Irakli Tabaghua has arrived at the scene.
12:50 GMT+4 – Economy Ministry to Help Provide Medical Oxygen Reserves
Economy Minister Natia Turnava announced today that the Ministry of Economy will be involved in increasing Georgia’s medical oxygen production and in ensuring that supplies are available. Turnava said medical oxygen consumption tripled in fall following the second COVID-19 wave, with medical institutions using over 80 tons per day.
The Economy Minister stressed that a deficit of medical oxygen should not be anticipated, as the government is already supporting increasing Georgia’s production capacity through the Enterprise Georgia program. She also noted that the government purchased 10 medical oxygen generators from Turkey, of which 2 have already arrived in Georgia, while 6 more are expected to arrive mid-December.

12:10 GMT+4 – 1,244 People Fined for Defying COVID-19 Regulations
Georgian Interior Ministry has revealed 1,244 cases of disobeying regulations imposed against the spread of COVID-19 in the last 24 hours. In particular, police have fined 67 citizens for defying isolation and/or quarantine rules, and 1,177 citizens for violating facemask regulations.

Tengiz Tsertsvadze, Director of Tbilisi Hospital of Infectious Diseases, who tested positive for COVID-19 on November 17, has been discharged after spending 15 days in the clinic.
13:00 GMT+4 – Emergency Situations Coordination Center Director Resigns
Avtandil Talakvadze, Director of Emergency Situations Coordination and Urgent Assistance Center, has resigned. According to the Center’s PR department, Talakvadze left the post based on personal decision, and his replacement is unknown as of now.
Avtandil Talakvadze has been Director of Emergency Situations Coordination and Urgent Assistance Center since 2017. Prior to that, in 2015-2017, he was Head of the Emergency Coordination and Regime Department of the Health Ministry, and in 2014-2015, the Deputy Director of the Emergency Medical Services Center.

16:00 GMT+4 – Shopping Malls Issue Joint Appeal, Request Relief Package
Georgia’s shopping malls, City Mall, Tbilisi Mall, East Point, Tbilisi Central, and Karvasla, issued a joint statement on recently announced nationwide restriction plan, requesting a set of anti-crisis measures from the government to tackle the effects of the lockdown, economic recession, and currency devaluation.
“Most malls have virtually fully exhausted budgets for investment and continuous operation,” the announcement notes, underscoring that given the current situation said shopping malls can no longer meet financial obligations, maintain tenants, and retain their employees.
The joint statement addresses the government with the following requests: allowing shopping malls to operate from December 15 to January 3; cancelling property tax obligations originally deferred in July; extending income tax exemption for salaries under GEL 750 until the end of the first quarter of 2021; involving the National Bank in negotiating restructuring credit liabilities with banks to reach an agreement on loan refinancing with a 12-month grace period, while subsidizing interest expenses for at least 6 months.
14:40 GMT+4 – GYLA Calls On Constitutional Court to Assess Constitutionality of Government Restrictions
Georgian Young Lawyers’ Association (GYLA), local watchdog, called on the Constitutional Court to examine the constitutionality of recently announced government-imposed nationwide restriction plan on an expedited basis.
GYLA noted that freedom of movement can only be restricted by law, while freedom of labor is regulated by organic law, both of which are adopted by parliament, according to the Constitution of Georgia. The watchdog said it, therefore, considers delegating power to restrict freedom of movement and labor from parliament to government unconstitutional.
On May 22, the Georgian Parliament rushed through controversial amendments, authorizing the Government to enforce lockdown measures on public health security grounds. The draft amendments, tabled by six Georgian Dream MPs, were passed with the third hearing – 80 votes for and 0 against – with the opposition not taking part in the vote.
13:20 GMT+4 – Nationwide Curfew Possibly Discriminatory, Public Defender Says
The Public Defender of Georgia said the nationwide night-time curfew from 21:00 to 05:00, with two exceptions on New Year’s (December 31) and Orthodox Christmas (January 6) nights, “may be discriminatory against non-dominant religious associations.”
“Holidays of other religious associations during the same period, which may also be celebrated with overnight stays, are not mentioned in the Government statement,” the Ombudsperson noted.
The Public Defender called on the Georgian Government to consider establishing additional exceptions to the nationwide curfew, allowing for attendance of religious holidays that involve overnight stays.

14:00 GMT+4 – Georgia Puts Largest Cities into 2-Months Partial Lockdown, Announces Social, Economic Programs
The Government of Georgia announced a nationwide multi-phased 2-months-long restriction plan starting from November 28 in a bid to slow a resurgent COVID-19 outbreak, including by putting Georgia’s eight largest cities and ski resorts into partial lockdown.
To reduce the economic hardships stemming from the partial lockdown, Prime Minister Giorgi Gakharia also announced a number of social and financial assistance packages.

20:00 GMT+4 – Sokhumi Extends Covid-19 Restrictions
Moscow-backed authorities in Abkhazia have extended Covid-19 restrictions to January 21, 2021, Apsnypress reported.
On October 13, Moscow-backed Abkhaz authorities introduced additional COVID-19 measures in the region experiencing a surge in infected cases.
From October 15 to November 24, which now has been extended to January 21, 2021, Abkhazia prohibited holding mass sports and cultural events. Moreover, theaters, museums, libraries, preschool educational institutions and recreational facilities were temporarily shut down.
Since October 15, the workers who are above 60 or have preschool (1-4 years old) age children are exempt from the work responsibilities in the public sector, while the same recommendation is given to the private companies.
15:00 GMT+4 – City Schools to Hold Classes Remotely Until End of Semester
Schools in Georgia’s cities, Tbilisi, Rustavi, Kutaisi, Zugdidi, Telavi, Zestaponi, Gori, Gardabani, Poti, and Marneuli will hold classes remotely until the end of the first semester of the 2020-2021 academic year, according to the Education Ministry.
Educational institutions in the western Adjara region will also keep using distance learning.

During today’s Government meeting, Georgia’s Prime Minister (PM) Giorgi Gakharia announced that about 150,000 companies will automatically receive a VAT refund, returning a total of approximately one billion GEL per year to businesses.

20:10 GMT+4 – Certain Regular Flights Cancelled, GCAA Says
The Georgian Civil Aviation Agency (GCAA) announced that a number of regular flights that were scheduled for renewal from the beginning of November have been cancelled due to new border and sanitary restrictions.
According to the GCCA, Wizz Air airline regular flights from Kutaisi to Riga and back have been cancelled until December 19, while flights from Dortmund to Kutaisi and back have been cancelled until December 18; flights from Vilnius to Kutaisi and back have also been cancelled until January 12, 2021. The decision to cancel said flights is due to border and sanitary restrictions imposed by Latvia, Germany and Lithuania, the GCAA said.
Due to the same restrictions, AirBaltic has canceled regular flights until November 28; though, the airline will continue carrying out repatriation flights to bring Georgian citizens in and out of the country.

14:00 GMT+4 – Gov’t Considers New Measures, Warns against Spread in Rallies
Addressing the government coordination meeting on November 5, PM Giorgi Gakharia said that ongoing “political activities” will significantly accelerate the virus peak, as “the mobility caused by the ongoing street rallies is, of course, directly related to a spike in infections.” Calling for full mobilization of ministries and relevant bodies, PM underscored the need to introduce more effective targeted restrictions, adding that no systemic restrictions are considered.
Gakharia also said that reducing the hospitalization rate from 26% to 15% would be critical in handling the crisis and voiced his plans for expanded antigen testing.
In a press conference held after the government meeting, Vice PM Maia Tskitishvili warned against neglecting COVID-19-related regulations by those involved in “political processes”, adding that “nobody has restricted freedom of expression in the country.”
To contain the rapid spread of the virus, the Vice PM suggested introducing further targeted restrictions, including halting public transportation/ restricting freedom of movement in the evening or night hours. Such measures, Tskitishvili said, will only be taken where and when necessary.

Economy Minister Natia Turnava tested positive for novel coronavirus, the Ministry has confirmed, adding that she feels good and will continue her treatment at home. She is the 3rd high-ranking Georgian official after PM Giorgi Gakharia and Head of Government Administration Natia Mezvrishvili to test positive since yesterday. Mikheil Chkhenkeli, Minister of Education, has reportedly also been self-isolating following contact with an infected family member.
13:00 GMT+4 – Government Announces New Restrictions
To contain the spread of COVID-19, wearing face masks will be compulsory outdoors as well, Deputy PM and Minister of Infrastructure Maya Tskitishvili announced in a government press conference today. Masks were mandatory only indoors until now.
In addition, Georgian authorities decided to extend the working hours limitation of restaurants till 22:00 nationwide. Before, the restriction has been effective in only four cities – Tbilisi, Kutaisi, Batumi, and Mtskheta.
Schools in Tbilisi, Rustavi, Kutaisi, Telavi, Zugdidi, Zestaphoni, Gori, Poti, Marneuli, and Gardabani are to continue remote teaching until November 25 as school buildings in the respective cities are set to be used as polling stations in the runoffs of the parliamentary elections scheduled for November 21.
According to Tskitishvili, authorities are not considering any full-scale lockdown and will only enforce targeted restrictions to limit the spread of the virus.

Georgian Prime Minister Giorgi Gakharia tested positive for the novel coronavirus, the government press office announced on November 2. The Prime Minister went into self-isolation on October 31, on the day of the parliamentary election, after one of his aides confirmed positive for the virus.

As for the remaining new cases, 369 were diagnosed in Adjara; 187 in Samegrelo-Zemo Svaneti; 86 in Kvemo Kartli; 62 in Shida Kartli; 57 in Kakheti; 56 in Samtskhe-Javakheti; 29 in Guria; and 21 in Racha-Lechkhumi-Kvemo Svaneti.

Georgia has reported 1,791 new daily cases of COVID-19, bringing the tally of total confirmed cases to 40,727. In the meantime, 2,413 more patients have recovered, increasing the number of recoveries to 25,104. 28 more COVID-related fatalities were recorded, taking the overall number of Georgia’s (excluding occupied territories) COVID-related deaths to 335. The number of active cases to date stands at 15,262.
